Jinzhou Port is located in the west of Liaoning Province, the north shore of Jinzhou Bay in the northwest of the Bohai Sea, located in the upper throat of the Liaoning West Corridor, which is the most convenient access to the sea from the west of Liaoning, the central and western parts of Jilin and Heilongjiang provinces, the eastern part of Inner Mongolia, the northern part of North China and even Mongolia, and the Siberian region of Russia, and is the key development of Liaoning Province's northern regional port.

Jinzhou Port started construction in October 1986, officially opened to navigation in October 1990, and was approved by the state as a first-class open commercial port in December of the same year. In 1993, Jinzhou Port underwent shareholding reform and became the first port in China to implement shareholding operation separately from government and enterprises. In May 1998 and June 1999, Jinzhou Port B and A were listed on the Shanghai Stock Exchange. In December 1998, Jinzhou Port took the lead in the industry to pass the ISO9002 international quality system certification, and in December 2010, Jinzhou Port passed the quality, environment, occupational health and safety management system certification of China Classification Society Quality Certification Company.

The overall waters and all berths of Jinzhou Port are fully open to the outside world, and it has established navigation relations with more than 100 countries and regions in Asia, Europe, Oceania, America and Africa. In 2017, the throughput of Jinzhou Port exceeded 100 million tons.

In recent years, Jinzhou Port has been actively building a new "bridgehead" for the construction of the "Belt and Road", and has become the most important node in the construction of the "Liaoning-Manchurian-European" and "Liaoning-Mongolian-European" comprehensive transportation corridors, and occupies an important position in the "Port Economic Circle" and the "Northeast Asia Economic Corridor" in Liaoning. In May 2016, the Jinzhou Representative Office of the Maritime Safety Administration of Mongolia was established in Jinzhou Port, which was approved by the General Administration of Customs to carry out oil transit transportation business.
